The short answer

Before you open anything
Safety
Unplug the cabinet or switch off its breaker before removing any panel. On a frost-free cabinet the defrost heater and its thermal cut-out sit behind the rear freezer panel at mains potential, and a capacitor can hold a charge after the power is off. Never chip frost or ice with a tool. The sealed refrigerant circuit must never be opened by an owner. If the cabinet was imported and runs through a step-down transformer, treat the transformer as part of the installation and have it checked by an electrician rather than working around it. Which of these are owner-fixable
Most of this list is owner-fixable. Defrosting, clearing a drain, levelling the cabinet, restoring a ventilation path, re-squaring a reversed door, seating the evaporation tray and reshaping a rolled gasket need no parts and no meter. Call a technician when a start relay, overload or thermostat has to be confirmed, because that means a meter on terminals that are live whenever the cabinet is plugged in. Call when a frost-free cabinet re-ices within days of a full defrost, which points at the defrost heater, its cut-out or the control rather than at anything an owner can clear. Leave the cabinet unplugged and call immediately if it trips a breaker, or if there is scorching or a burning smell at the compressor terminals. Treat anything involving the sealed refrigerant circuit as regulated work. An oily film or a hiss at the tubing is never an owner repair.
