The short answer

Causes, ranked for this freezer
- Fill valve failing to open fully — Check this first: it also buzzes when energized with no water behind it, and that sound is a useful piece of evidence. It is worth being sure about this one rather than half-sure, since everything after it assumes a verdict.
- No water reaching the fill valve — Check this second: many compact freezers are installed without plumbing at all, and where a line exists the shut-off is often barely open. This is the entry most often blamed correctly and diagnosed carelessly, so take the extra minute.
- Fill tube frozen shut — Third in order: once the tube is closed the machine keeps calling for water it cannot receive, so production stops with everything else working. Confirm it before moving on, because the entries below read differently once it is ruled out.

Before you open anything
Safety
Unplug the appliance or switch off its breaker before removing any panel, and close the water supply valve before you loosen a hose. A capacitor can hold a charge after the power is off. Water and a live cabinet are the combination that turns a small leak into an electrical fault, so power and water both come off before the towels come out.

Draw the line by the tool the next step requires, not by how the freezer looks. A fill valve that buzzes without passing water, or a supply that has to be cut into, is where the owner checks stop.
