The short answer
A dishwasher that finishes with water in the sump has lost its drain path, and on a built-in machine that path runs partly outside the cabinet — through a hose, often through an air gap, and often into a waste disposer. - Note whether the tub refills between cycles on its own — Water appearing without the machine running is a check valve or a siphoning hose, not a pump.
- Lift the air gap cover and look inside — Water spurting from the air gap during a drain is a definite finding and it points straight at the blockage.
