Causes, most likely first
- The fill is slow rather than absent — Ranked first because this code is a clock. Water that arrives too slowly fails the time limit while looking perfectly normal to you, and a blocked inlet screen is the usual reason.
- A tap is partly closed, or an inlet screen is blocked — The screens at the inlet valve catch grit from the supply and clog slowly, so fill time creeps up for months before the control finally calls it a fault.
- The valve or the sensing circuit itself has failed — Last of the three: it is the part the code points at, but it is credible only once the supply, the screens and the hoses are clean, because all three of those imitate it perfectly.
Check in this order, and why

Unplug the washer or switch off its breaker before any panel comes off, and close both taps at the wall. A capacitor can hold a charge after the power is off. Drain the drum through the pump filter into a shallow pan before you tip or move the machine, and never defeat the door or lid interlock to reach into a drum that can turn.
When to call a technician
Call once the taps, hoses and screens are confirmed good and the code still appears. From there it is a measurement on the valve coils and the level sensing at the control, with the machine open and live.
