A gas oven that will not reach temperature starts at the igniter, and that ordering is deliberate: it is the part in the heat path that wears, and it is diagnosed before anything upstream is considered. On an electric oven the equivalent chain is the temperature sensor and then the element, in that order, because a drifted sensor underbakes exactly like a failed element. The gasket is checked before either, since a poor seal loses heat every minute the oven runs.
Each fuel sets its own limit. On a gas oven the supply connection is where a homeowner should stop, as the hazard is a leak rather than a bad outcome. On an electric one the element circuit is 240 volts and its terminals stay live while the appliance is powered. The control board is common to both and is diagnosed, not probed.
