The short answer
F21 reports a problem with power supply frequency. The cooktop synchronises its switching to the incoming supply, so a frequency it cannot lock onto stops it working. That points outside the appliance, at the supply, which makes this one of the few cooktop codes where the first call may be to an electrician rather than a technician. Read the causes as a ranking rather than a list — the order is what keeps the expensive part from being the first one bought.

Do not pour water onto hot glass to cool it and do not work on a top that is still warm: thermal shock cracks a ceramic surface, and a cracked top takes the whole appliance out of service.

Call an electrician if the cooktop is on a generator, an inverter, or a supply where other things misbehave. Call an appliance technician once the supply has been confirmed healthy and the code stands. Getting that order right matters: an appliance visit cannot fix a supply, and it will still be charged for. Write down what you have already tried.
