The short answer

Safety
Unplug the dryer before clearing the vent hose or opening the lint housing; a capacitor can hold a charge after the power is off. Never exhaust a vented dryer into the room it stands in, and never run it with the filter removed - lint reaching the heater is how dryers catch fire. If yours is a gas model and you smell gas: leave the building without touching any switch, and call the gas utility or emergency services from outside.
When to call a technician
Call when the outlet is live, the door clicks, the timer winds cleanly and nothing happens. On a machine this simple that points at the motor or a cut-out inside the cabinet, and on a portable dryer the repair cost is worth comparing against the price of a replacement before any work is agreed.
