A capacitor keeps a charge after the power is off, so treat the compressor terminals as energised until you have proved otherwise. Nothing in the sealed circuit is an owner job: it is pressurised, and the law treats venting it as a violation in its own right.
When this stops being DIY
Call as soon as the compressor is running continuously and the unit is still warm after the airflow checks are clean: continuous running on a losing battle is what turns a cheap fault into an costly one. Everything in front of it is owner work; anything behind it, and anything involving refrigerant, needs a licensed technician with recovery equipment and gauges. Anything that smells of burning, trips a breaker or leaves scorch marks is a stop-now condition rather than a diagnosis to continue.
