Will Not Start or No Power: the short answer
A cabinet that is completely dead is a supply problem far more often than an appliance problem, and the checks that prove that are all outside the machine. A cabinet with lights but no compressor is a different fault, and it is the one that leads to a start component. This page takes the same fault from the other end: the machine switched off, cold and opened up, where the mechanical, installation and wear causes are found. Unplug the cabinet before you remove any panel or reach behind the toe grille. The sealed system is under pressure and is not an owner-serviceable circuit: never cut, kink, braze or vent a refrigerant line, and never apply heat anywhere near one. A loaded cabinet is heavy and tips forward easily when it is walked out on its front rollers, so empty it first and pull it straight out with a helper rather than levering it on one corner.
