Establish whether the machine heats internally or relies on a building hot supply. If it relies on the building, a cold wash is usually a supply problem at the site. If it heats internally, the element and its sensor lead the list and both are service parts.

Safety
Unplug the appliance or switch off its breaker before removing any panel. A capacitor can hold a charge after the power is off. Hot wash water scalds: do not open a machine mid-cycle or work the door lock to get at it. Close both supply taps before disturbing any hose, and never run the machine with a panel removed.
When to call
Call when the building supply is proven and the machine still washes cold, or when a cycle stretches far beyond its normal length and finishes cool. Both point inside the cabinet. Call urgently if a breaker trips during the heating phase, because that indicates a failed element rather than a cold wash. On a site with several machines, ask for the hot supply to be assessed as well, because one weak supply produces repeat call-outs on every machine it feeds.
