The short answer

Before you open anything
Safety
Take the power away before the panel. Unplug the appliance or open its breaker; a capacitor can hold a charge after the power is off, so a dead-looking board is not a safe board. Work with dry hands on a dry floor and put the panel back before power goes on.
When this becomes a service call
Where the owner side ends is easy to state. Call when the machine is supposed to heat, the taps and programme are right, and the door glass never warms — the element and its sensor both need a meter on an isolated machine.
