The short answer
Water left in the bottom of a dishwasher is a blockage far more often than a failed pump. Safety
Switch the machine off at its breaker or its isolating switch before putting a hand into the sump: the pump can start without warning and there is usually broken glass down there. Wear gloves. Let the machine cool first, because the water sitting in the sump after a cycle is hot enough to scald.
When to call a technician
Call once the filter, the hose and the waste connection are all clear and water still stands in the sump, because the next step is the pump or the control and it means the machine coming out. Call sooner if water is escaping onto the floor or under the units, and switch the machine off at the breaker while you wait.
