The short answer first

Safety
Switch the machine off at its breaker or its isolating switch before reaching into the sump, because there is often broken glass in there and the heater is exposed. Let a cycle finish and cool before opening: the water and the steam inside are hot enough to scald. Never run a dishwasher with the kick panel removed.
When to call a technician
Call once the filter, the arms and the supply are all clean and the load still comes out dirty, because what is left is the wash pump, the heater or the diverter, and all three sit behind the kick panel.
