The short answer

- Second: Look at the rear wall or the freezer back panel for a solid frost sheet, and listen for the evaporator fan when the door switch is held in. — Next, and it needs no tool.
- Third: Read the set point, feel the room, and look for packages pressed against the internal vents. — Only once the checks above are clean.

- Judge the room or the vehicle before you judge the cabinet — Note the ambient, whether the unit is standing level, and on a camper unit whether the supply holds up under load; all three change what the cabinet is able to do.

Safety
Unplug the appliance or switch off its breaker before removing any panel — a capacitor can hold a charge after the power is off. Never puncture, cut or heat any tube on the sealed system: the refrigerant inside is under pressure, and both the recovery and the recharge are licensed work. Keep the door interlock and door switch wired as they are; they cut the internal fan for a reason.
The line between a fix and a call
Call a technician once the vents are clear, the door seals, the condenser is clean and the cabinet still will not hold temperature — at that point the remaining candidates are a fan motor, a control or the sealed system, and only the first of those is quick. Call immediately if the compressor is hot to the touch and cycling every few moments, if you can see oil around the tubing, or if a breaker trips when the unit starts.
