Which of these are owner-fixable
Call once the condenser is clean, the clearance is right, the seal passes the paper test and the cabinet has been fully defrosted, and it still will not hold 40 °F (4 °C). At that point the remaining candidates are inside the sealed system or behind the evaporator, and both need a technician with gauges. Call when the drain will not clear with warm water and a soft probe, when the leak comes from a fitting on the water line, or when the water is arriving from behind the evaporator panel. A blocked drain that keeps re-freezing usually means the defrost circuit is also failing, and that is meter work.
