A dryer that ends early with a damp load is usually being told the load is dry, or is protecting itself from heat it cannot get rid of. What you actually observe

Before you open anything
Safety
Unplug the dryer or switch off its breaker before opening any panel or working at the duct, because a capacitor can hold a charge after the power is off. Lint is combustible and a restricted duct is a real fire risk, so clear it rather than working around it. On a gas dryer, if you smell gas, leave the building without touching any switch and call the gas utility from outside.
When to call a technician
Call once the filter, the sensor bars, the duct and the load size are all dealt with and the cycle still ends early, because what is left is a thermostat, a cut out or the control and all of them sit behind a panel. Call at once if the machine or the laundry comes out very hot, because that is a safety device doing work it should not have to.
