The short answer
A freezer that runs without freezing has usually lost airflow or lost its seal, and only rarely has it lost refrigerant. Before you open anything
Safety
Unplug the freezer or switch off its breaker before removing any panel, because a capacitor can hold a charge after the power is off. Never chip ice off with a knife or a screwdriver: the coil is directly behind the liner and puncturing it ends the appliance. A loaded chest freezer is extremely heavy, so empty it before moving it.
When to call a technician
Call once the seal, the ice and the coil are all dealt with and the cabinet still will not hold its temperature, because the next step is a sealed system or control diagnosis behind a panel. Call at once if you smell burning or see oil around the compressor, and move the food while you wait rather than after.
