The short answer
A dryer that turns but does not dry is a vent problem far more often than it is a heater problem, and the two are connected: a blocked vent is what kills heaters. Lint is combustible and a blocked duct is a genuine fire risk, so clear it rather than working around it. On a gas dryer, do not disturb the gas connection: if you smell gas, do not switch anything on or off, leave the building, and call the gas utility or the emergency number from outside.
When to call a technician
Call once the filter, the whole duct, the flap and the breaker are all confirmed and the machine still will not heat, because what remains is the element, the igniter, a thermal fuse or a thermostat, and all of them are behind a panel. Call the gas utility first for any smell of gas, and an electrician if the breaker trips whenever the dryer runs.
