With this recalled defect, yes. A normally functioning gas dryer has a solenoid-controlled gas valve that is completely closed when the dryer is off. However, a failed solenoid coil can allow the valve to rest in a partially open position, seeping gas continuously even when the dryer is unplugged (the gas supply is independent of electricity). This is why the recall notice emphasizes shutting off the gas supply valve, not just unplugging the dryer.
