Kill the power first#
An oven that will not shut off is heating uncontrolled, so cut power at the breaker to stop it rather than waiting to diagnose. On a gas oven, also close the gas shutoff so the bake burner cannot stay lit. Do not leave a runaway oven heating unattended while you investigate.
A welded control relay#
The oven's control board switches the heating element or gas valve through relays. A relay that has welded its contacts shut stays closed even after you press off, so power keeps reaching the element and the oven keeps heating. A welded relay is the most common cause of a GE oven that will not turn off, and it means the control board is replaced.

A shorted temperature sensor#
The control decides when to stop heating by reading the temperature sensor. If that sensor shorts, it can report a falsely low temperature, so the control never sees the oven reach the set point and keeps calling for heat indefinitely. A sensor reading far out of range for the actual cavity temperature points here.
A stuck gas valve#
On a gas oven, the safety valve that feeds the bake burner can stick open, keeping the burner lit after the control has commanded off. With the gas supply closed the burner dies; the valve then needs replacing, since a valve that will not close is a gas-safety fault, not something to clean.
