The cooktop: it's a spark problem#
Up top, the click tells the story. If a burner sparks but never lights, the ignition is fine and the burner is the issue — pull the cap and head, dry off any boil-over moisture that's shorting the spark, and run a straight pin through each port (a toothpick can break off inside). Reseat the cap flat, and check the electrode for a crack or a wide, carboned gap; it should sit a hair off the burner rim. The one whole-system fault up here is the spark module: when no burner clicks at all, that shared module has failed, while a single silent burner is just that electrode or its wire.
The oven: it's a heat problem#
Down below, ignition works differently. The oven burner's safety valve stays shut until the glow-bar igniter draws its full current, and the trap is that a worn igniter keeps glowing while no longer pulling enough to open the valve. So an oven igniter that lights up but crawls to brightness — much slower than the minute or so a healthy one takes — or reads high on a meter is spent, even though it looks alive. Glow bars run a few years; the cooktop's solid-state sparkers last far longer.

Either system can be starved by the basics: confirm the gas is fully on and other gas appliances run, and look behind the range for loose spade terminals or rodent-chewed wiring, which produces exactly this kind of hit-or-miss ignition.
Before the holiday cooking#
A burner that catches on the second or third try is nearly out of life, and it'll pick the busiest cooking day to quit for good.
